The First International Tourism Cartoon Competition is held with the cooperation of Anadolu University Research Center for Caricature Art, Association of Tourism Writers and Journalists and Anatolia: Turizm Arastirmalari Dergisi (Anatolia: A Journal of Tourism Research). Tourism is one of the fastest developing sectors in Turkey and all over the World. Individuals’ various experiences during leisure travels are evaluated within the concept of tourism. Cartoonists? comprehension of tourism related issues such as accommodation, transportation, travel agencies, food and beverage, entertainment, recreation, sightseeing, museums, environment, tourist-resident relationships and also of the developmental process and of experiences of tourism, constitute the aim of this competition.

submission guidelines:

The competition is open to all amateur and professional cartoonists.
Each performer is allowed to submit maximum three works.
The cartoons submitted to the competition may be prepared as original drawings, digital printings or computer printouts. The drawing technique is open-ended. Drawings may be colourful or black and white. On the other hand, performers are required to put signatures on their drawings.
Drawings must be minimum A4 (21×27,7cm) and maximum A3 (29.7×42.0cm) size and potential deformation during the sending process should be avoided. Participants are responsible for any deformation caused by the posting procedure.
Participants must write their names, surnames and addresses behind their drawings. Also, they must complete the Participant Information Form placed below in the Windows Word format and post it together with their drawings.
Cartoons sent may be of the ones previously published somewhere but previously awarded cartoons are not allowed to submit.
Cartoons submitted for selection will be able to be printed in Anatolia: Turizm Arastirmalari Dergisi, Anatolia: An International Journal of Tourism and Hospitality Research and in other printed materials of this organization such as books, catalogs, brochures, postcards and posters. All rights for any other publishing except these belong to the owner of drawing.
Some selected part of the cartoons submitted for selection will be published in the album. Cartoonists whose drawings published in this album will be sent a copy of the album.
Regardless of award-winning or taking place in the album, all the cartoons submitted for selection will not be returned and will be archieved in The Anadolu University Museum of Cartoon Art.
All the cartoonists participated in the competition are implied to agree on the conditions and regulations of the competition.
Award ceremony and the cartoon exhibition will be organized during the The 5th World Conference for Graduate Research in Tourism, Hospitality and Leisure which will be held in Cappadocia Dedeman Hotel between 25-30 May 2010. Award-winner cartoonists will be hosted by the scientific committee during the conference.
Submission deadline is 31 December 2009. The organization committee is not responsible for any delays caused by posting process.

Frederic Chopin’s Smile: Cartoon Competition by Muzeum Karykatury – Poland
The Museum of Caricature and Cartoon Art in Warsaw is organising a competition for a humouristic/satirical cartoon, which is provisionally entitled “Frederic Chopin’s Smile”.
The competition, followed by an exhibition will be a part of Frederic Chopin’s 200th anniversary celebrations in 2010. Entries can refer to the composer himself and his work as well as to the social/political situation in your own country or the world generally. Entrants may submit up to five cartoons each, maximum size being A3.
There are no restrictions in terms of techniques used, computer generated images are also acceptable.
Prizes: Overall prizes will be worth around 20,000 euros and in addition there will be a number of sponsored awards.
The detailed rules and conditions of the competition, conforming the deadline for submitting entries, the date of the announcement of the verdict of the jury and the exact details concerning prizes and awards will be posted on our website on the 1st of June 2009.
The museum will host a post-competition exhibition, sometime in the first half of 2010.

(a beekeeper from a farm near Dikanka)
Each kind author will react : “What’s this? A contest named in honour of a beekeeper? They threw an internatinoal contest for the sake of a beekeeper? Thank God! They haven’t plucked enough geese and they haven’t wasted enough rags for paper yet! A few people of different ranks made their fingers inky!”

We are not going to argue with such a kind author. We will only remark that…

- in 2009 it will be 200 years since the birthday of N.V.Gogol, who made Rudiy Panko famous,

- In addition, since the times of Rudiy Panko we do not have such a brilliant narrator, who can describe all human wonders and fears,

- even N.V.Gogol himself wouldn’t turn down a proposal to paint some caricatures of modern people and those that suck up to those in charge, if you don’t mind us saying so,

- we ask you not to confuse our beekeeper with another famous beekeeper (ours is from Dikanka, and that man is from another place).

So we have such an egg-flip (gogol-mogol), ladies and gentlemen!

The theme of the contest is “Gogol-mogol (egg-flip) 2009″

N.V.Gogol himself will help you to know which stories, wonders and fears you should paint:

“The soil is great! And the harvest was always wonderful; but in the bewitched place there was never anything good. They sow the seeds correctly, but something incomprehensible grew: maybe a watermelon or maybe not, maybe a pumpkin or maybe not, may be a cucumber or maybe not…the devil only knows!

For the kind authors we will explain – you should paint our modern life, but don’t forget N.V.Gogol – his characters stay alive even nowadays!

International Caricature Contest Godofredo Guedes’
The portal Brazilcartoon supported the Godofredo Guedes’ International Fair of Cartoon / Brazil with the creation of graphic pieces for disclosure, but unfortunately the Municipal Secretary of Culture of Montes Claros of the current administration (2004-2008), did not fulfill the agreement of paying the valuo of the prizes. Due to the large number of works we have received and the importance of the event, the Brazilcartoon will realize the fair independent of the support from the Secretary of Culture. The deadline will be extended until August 01 of 2009.

Godofrendo, Godô, as he was kindly named, was born in august 15 on the city Riacho de Santana, Bahia, in 1908. In 1953 he moved to Montes Claros / MG. He began to dominate the brush before he was 15, in 1923. His first work was “Nosso Senhor Bom Jesus da Lapa”, made by oil. As the years went by he became a reference in painting portraits and beautiful landscapes, North of Minas’ hinterlands scenes.

Godofredo was also an influence to the beginning of advertising in Montes Claros, producing painted signs to local commerce. In music he had a most important role in compositions that are nationally known such as “CANTAR”. which have already been recorded by Milton Nascimento and Paula Toler, as well as his own son, the singer and composer Beto Guedes. Godofredo went beyond the mounts, in Minas’ capital, where he collaborated in the creation of the art market in Belo Horizonte, in Liberdade Square.

The imortal Godofredo have always had painting and music in his blood, and contributed immensely with the cultural formation of Montes Claros. He left a valuable inheritance of compositions and paintings, and also created an instrument, pentacorde, that have and particular sound.
The City Montes Claros, Brazilcartoon’s home, opens the celebrations of Godofredo Guedes’ centenary with several festivities, in order to retribute to the great cultural collaboration of this talented artist: Godofredo Guedes.
Montes Claros is located in the north portion of Minas Gerais. It is an important academic pole and the cultural crib that has already projected great artists in national and international scene such as the writer Darcy Ribeiro, the illustrator and cartoonist Marcelo Lélis, the singer and composer Beto Guedes, one of the integrants of MPB movement, Clube da Esquina. Konstantin Christoff, humor painter known internationally, Carlos Muniz, cartoonist, and Márcio Leite, Brazilcartoon’s director.

International Godofredo Guedes’Contest’s Regulation

1 – Any person can participate the Contest, except Brazilcartoon’s workers and organization staff.

2 – Participants: The competition is open to all amateur cartoonists, professionals and students

3 – The unknown works shall be presented in vertical, format 30cm x 40 cm

4 – Each contestant may participate with only 1 (one) work.

5 – Techinique is free.

ELIGIBILITY REQUIREMENTS

1. The Biennial for Caricature is open to professional and amateur caricaturists from all over the world;
2. Each participant should send up at least one piece of work 210/297 (A4 format)
3. The caricatures may be colorful or black-and-white;
4. Participants should send their caricatures by 31 July 2009;
5. It is advisable that together with their caricatures, participants also send a photograph or take-off and CV
6. An international jury will nominate 5 caricaturists who will be conferred the title Master of Caricature;
7. Prize caricatures are not sent back;
8. The rest of the caricatures will be sent back if authors state that in written form;
9. The Catalogue of the exhibition will be given free of charge to participants whose caricatures are included in the Catalogue.

3rd International Graphic Humor Biennial – JOSE L. MARTIN MENA “MENA”
The Municipality of Toboso announces this international cartoon contest in accordance with the following rules:

RULES:

1. They will be able to compete all the professional graphical humorists of any Country.

2. Only one entry will be admitted by participant, which should not being presented/displayed at another contest.

3. Theme is related to “Dulcinea” female character of the literary work “Don Quixote” written by Miguel de Cervantes.

4. The works, will have original and to be made in any pictorial technique, will have a format unique of 30×40 cms., without frame and included/understood their possible “passe partout”. Digital photocopies, copies, engravings, nor photographies of the drawings will not be admitted.

International Forum of Visual Humour KARIKATURUM – 5.
Russian version

The Surgut Fine Arts Museum invites all artists irrespective of age and nationality to take part in the International Forum of Visual Humour KARIKATURUM – 5.

Topic: PASSION… passion as fascination, craze, dependence, hobby, love, pleasure, fear. It is in everything, that we love and do.

Nominations:
Caricature, sculpture (small the plastic arts).

Primary prizes:
The “Golden Ushanka” Prize – 2000 euro
The “Silver Ushanka” Prize – 1000 euro
The “Bronze Ushanka” Prize – 500 euro

According to legislation of Russian Federation prize money are taxable.

Time constraints:
1. The deadline for entry is the 1st of June 2009.
2. Action period of the Jury is 9-12 of June 2009.

3. Size: from A4 (210х297) to A2 (420×590). Size of sculpture (small the plastic arts) at discretion of author. On a competition it is possible to present the unlimited amount of works.
4. The works must be carefully packed up. All postal costs are borne by the participants. The Forum has no responsibility for any eventual damage during the sending of the works.
5. The Form of the participant must be filled in with block letters. The works without the filled Form of the participant will not be accepted to the competition. On the back of each work the following information must appear: name of the author, address, telephone/fax number, e-mail, technique and materials used.
6. Submitted cartoons will not be returned and will stay in the collection of the Surgut Fine Arts Museum. The works can be exhibited in the halls of the Surgut Fine Arts Museum, other galleries to discretion of the Museum. The works may be displayed at the Museum website.
On results 4-kh of the International competitions in the Surgut artistic museum there was unique collection of ironical art (caricature, picture, sculpture), which is claimed not only in Surgut and Russia, but also abroad.
7. The organizers keep the right to publish and replicate the cartoons in the promotional pack of the Forum for promotional purposes of the Forum without feeing. The organizers promise to name the author and the county in all publications.
8. All works are copyright. Each author is responsible of his own creation, the copyright of the eventual texts, titles and images belong to the creators.

PARTICIPATION REQUIREMENTS:
1-This contest and exhibition is open to all professional and amateur cartoonists of any nationality religion and background…
2-Subjects-Topics: Cartoons against detroying the olive trees, olive, olive industry, olive oil, olive branch, olive tree, cutting olive trees, benefit from olive etc…
3-The minimum and maximum sizes of each cartoon to be submitted must be A4 and A3. Cartoons can be drawn in any colour… There shall be no frame nor any bandages around the cartoons…

26. AYDIN DOGAN INTERNATIONAL CARTOON COMPETITION
• The Aydin Dogan International Cartoon Competition is held every year in Turkey by the Aydin Dogan Foundation.

PARTICIPATION RULES
1) Choice of subject is free.
2) Only original cartoons or internet print outs signed by the cartoonists will be accepted for the competition. Photographs, photocopies, etc… will not be accepted.
3) Size of cartoons should not exceed 29.7 x 42cm (A3 paper size).

4th International Contest for a Cartoon about Lodz – The Big Boat of Humour
In Polish, the word LODZ means a vehicle propelled by sails, oars or engine, used as a means of water transport. Almost all around the world, it carries symbolic connotations:

it is an allegory of human fate in both individual and collective dimension,

it is associated with courage, when imagining sailors embarking on a voyage across rough oceans,

it symbolizes human longing for adventure and some change in life.

Lódz is also the name of the second largest city in Poland which is an inland city with no access to navigable waters. We hope that the name of our metropolis will become an inspiration for graphic artists, especially those with a flair for satire. The theme should be taken up with humour, with panache and perhaps with a bit of poetry…

This explanation, indispensable to foreigners, is also aimed at the Poles, for whom the popular usage of the name of the city might have blurred the sharpness of its paradox.

For the fourth time, the Big Boat of Humour invites all the drawers who would like to face the theme of Lodz, but also – a theme of the city, the technical organization that requires constant reconstruction and renovation. The renovation process often causes frustration among citizens, triggers nostalgic feelings towards the ‘old’, more ‘friendly” shape of the city but at the same time – gives hope for the ideal city of the future.

How does this year’s theme influence the imagination of artists? We hope to see the results in the contest’s exhibition.

RULES

1. The aim of the contest is:

- creating an art gallery comprising works that could be used in actions promoting the city in a printed form or in the form of organized exhibitions.

- promoting the city, changing the traditional perception of Lódz and challenging the stereotypical image of the city.

2. It is an open contest. Everyone can participate in it, on condition that they submit their works with the application form before the regulatory deadline. The contest is an international event.

3. The theme of this year’s Big Boat of Humour contest is ‘City in reconstruction’ and also, traditionally – ‘Lodz’.

4. The original works entered in the contest can be made using any drawing, graphic (including computer graphics) or painting technique and should not be larger than A3 format (297×420 mm). Accepted by the Jury as original graphic works are the copies of author’s edition described and signed by the author. Photocopies and xerox copies of the works, computer printouts of scanned works or any other kind of duplication using multicopy techniques, for example offset printing, which serve as reproductions of a work, shall not be accepted by the Jury. Previously published works, works entered in other contests or works to which rights do not belong to the authors shall also be excluded from the contest.

5. Each participant may submit up to 5 works. The works should be unframed, provided with the name and the surname of the author and possibly the title on the reverse. The works should be accompanied with an application form, which shall be tantamount to the acceptation of the contest regulations and a permission for publishing author’s personal data contained in the form, and with a CD with the electronic form of submitted works (in TIFF format, the resolution of 300 dpi, 15 cm at the base), which is the condition of placing them in the catalogue.

6. The works should be sent to the address of Lodzki Dom Kultury (Lodz Cultural Centre), ul. Traugutta 18, 90-113 Lodz, Poland till 30 April 2009 (with a note on an envelope “The Big Boat of Humour 2009″).

7. The organizers are not liable for any damage to the works during delivery. The works shall be insured since the moment they are received by the organizers, during the exhibition and until their return to the authors.

8. The Jury shall choose works for the post-contest exhibition and hand out the Grand Prix of the contest in May 2009.

9. The ceremonial opening of the post-contest exhibition and the verdict announcement shall take place on May 2009 during th celebrations of the City of Lodz.

10. The authors of works admitted to the contest shall be invited to the ceremonial opening of the exhibition and shall receive the catalogue. The organizers do not provide the return of expenses covering transport to Lodz and stay in the city. The organizers anticipate the exhibition of the original works admitted to the contest in the building of Lodzki Dom Kultury (Lodz Cultural Centre) and the exhibition of printouts (on the basis of the submitted CDs) in Piotrkowska Street in the centre of the city.

11. The works that shall not be admitted to the contest as well as the works shown on the exhibition should be taken back from the organizers or they shall be sent back at the author’s expense.

Awards

1. The works shall be judged by the Jury of the Contest consisting of professional artists, the representatives of the City of Lodz Office and the Organizers of the contest.

2. The Jury shall hand out the regulatory Grand Prix of the contest amounting to PLN 10,000, funded by the Mayor of the City of Lodz. The prize is indivisible. The Jury reserves the right to resign from handing out the award. In such case, the amount is added to the pool of prizes of the next edition of the contest. The decisions of the Jury are definitive without the right to appeal. The work (or works of one author) honoured with the prize, together with all the rights, become the property of the sponsor.

3. The organizers allow for a possibility of handing out sponsored awards other than the regulatory prize. Works awarded by the sponsors, with all the rights, shall become the property of the sponsors.

Final provisions

1. Sending works to the contest together with a filled in application form equals giving consent to:

- participation in the post-contest exhibition (or a series of exhibitions), unpaid reproducing the works in all media and all techniques as far as promoting the City, the Contest and the exhibition is concerned.

- duplicating the works for the needs of non-commercial promotional actions carried out by the organizers (occasional publications, press materials and the Internet), at the same time, promoting the authors and their works.

- using the works in charity actions, carried out for the citizens in need by the Organizers, Sponsors or the City of Lodz during the period of one year starting from the date of the post-contest exhibition opening.

2. Participation in the contest means the acceptation of the above regulations.

3rd International Exhibition CarCaricature – Zagreb 2009
This year 3rd International Zagreb car caricature exhibition 2009 marks the 111th anniversary of the car’s first appearance in Croatia. The car was driven by Count Marko Bombelles to his home in Vinica near Varazdin.

Since those early days, in all its guises, the car has become an essential part of everyday life. “His Majesty”, the car, has become so necessary for work and play that it is difficult to imagine any activity which does not involve the use of an automobile. From basic functions such as travelling to and from work, to every other type economic, sport, cultural, political, recreational, tourist, health, military, police or “romantic” pursuit. It is omnipresent, ever desirable and IRREPLACEABLE! Life without a car is unimaginable. We ask ourselves how did we manage to live without the car for thousands of years.

What do we do with cars that are not in use anymore or are unusable – commonly known as car wrecks??? Those irresponsible throw them everywhere. They abandon all mighty cars in woods, rivers, lakes, seas, national parks and even on islands.

So our focus this year as well as a theme is going to be Car wrecks and Car waste.

With this theme we want to interest authors from around the world to warn public of a need to preserve nature and to change bad and unexpectable life style with the new one that respects basic principles of ecology. We are also joining the eco-action “Lets Clean Croatia from Car wrecks” – that was started by Zagreb’s photograph Romeo Ibrisevic. So far as a result of his initiative there was over 11.000 old cars removed from parks, woods, rivers, and lakes in Croatia.

Opening of 3rd exhibition will take place in Zagreb in a lobby of City Government on 5th of June as a part of World Environment Day celebration.

The right to healthy and clean environment according to Croatian constitution is undeniable right to every man, woman or a child. Last year June 5th World Environment Day echoed a message from Marijana Petir, Croatian Parliament Environmental Protection Committee Chairman, who warned everybody with her explicit message that everyone has to accept responsibility for their actions and that we have to change our living habits so Earth can stay, as it has been for thousands of years so far, place where we can live in accordance with nature so future generations can have the same quality of life we have had, if not even better.

This is fantastic opportunity for caricaturists from all around the world to “speak up” through their drawings and show advantages and disadvantages of their majesty – the Car.

A Note from the Organizers

1. All cartoonists (and those wishing to be one) on the planet Earth have the right to participate.
2. Each entrant may submit a maximum of 2 cartoons.
3. The format for cartoons is either A4 or A5.
4. Cartoons must be submitted on paper, (either drawn or as a computer print) and signed by the artist. Photocopies and other forms of duplication will not be accepted.
5. Cartoons will be exhibited following selection by the judges appointed by the Organizers, Huna d.o.o. Zagreb.
6. The Organizers will present the following awards:

7. Each participant in the exhibition will be represented in the exhibition catalogue with one cartoon selected by the Organizers.
8. Every artist whose work is exhibited is entitled to a free copy of the exhibition catalogue.
9. The subject matter of the exhibition is: Our everyday car – Car waste and Car wreck.
10. Prizes will be awarded by a committee of at least seven persons, of whom five will be sponsor representatives and two will be experts appointed the Organizers.
11. Cartoons which are awarded prizes become the property of the sponsor awarding the prize to the artist or remain the property of the Organizers.
12. Cartoons which are not awarded prizes become the property of the Organizers or, at the explicit request of the artist, can be returned (on payment of shipping costs) or may be collected from Huna d.o.o. 30 days after the exhibition.
13. All exhibited artists give the right to the Organizers to use, publish and exhibit cartoons, without compensation or payment, for the promotion of future exhibitions and projects.
14. The Organizers reserve the right to utilize cartoons with third-parties to promote the artist and the exhibition.
15. By submitting cartoons to the 3rd International Car Caricature Exhibition Zagreb 2009 the artist agrees and accepts and the terms of participation.

Topic: Urban Pollution

Environmental preservation has now become one of the world’s greatest concerns. Urban pollution is the result of population agglomeration and incorrect human attitudes which have been progressively degrading planet Earth.
Millions of cars in the streets have contributed to air pollution through exhaust gas emissions which lead to an increase in global temperature, respiratory diseases and serious damage to our fauna and flora.
Waste generated in cities is not adequately collected, resulting in countless outdoor waste sites that emit gases, contaminate the soil and attract disease-transmitting animals. The lack of basic sanitation leads to tons of garbage being dumped in waterways, resulting in floods and landslides during rainy seasons.
Visual and noise pollution are also serious contributors to urban pollution. Signs, billboards, banners and different types of ads clutter the urban landscape and fail to respect common sense and government decrees. Noise pollution, which causes grief to some of the locals, is above tolerable noise levels as a result of the increasing number of sound cars, building construction sites and heavy traffic.
ECOCARTOON’s purpose, aside from raising awareness of environmental problems among the population, is to foster new ideas that may help and solve the issue of environmental preservation and shaping individuals so that they can make a difference.
2 – DO 2° SALÃO INTERNACIONAL PÁTIO BRASIL DE HUMOR SOBRE MEIO AMBIENTE – ECOCARTOON
This is a competitive exhibit consisting of humorous cartoons whose objective is to promote thought on this topic and other, more specific aspects. Allowed pieces are Charges (satirical illustrations), Cartoons, Caricatures and Humor Strips about the topic of Urban Pollution.
3 – CONTESTANTS
a) Participants can be graphic artists in general, amateurs or professionals, of Brazilian or foreign nationalities;
b) Each artist may contribute a total of 2 (two) original, unpublished pieces. The categories Charges (satirical illustrations), Cartoons, Caricatures and Humor Strips will compete with one another;
c) Any artist participating in this contest is aware that he or she is the sole person responsible for the genuine nature of the submission as his or her own work, and will be held legally and criminally responsible in cases the piece is proven to be false or someone else’s, either during or after the contest.
d) People directly involved with event processes are barred from participating in this campaign.
4 – ENROLLMENT
a) Enrollment forms are available at www.ecocartoon.com.br;
b) Enrollment can be done either at the event website or by regular (snail) mail.
c) Only 1 (one) enrollment form will be accepted from each participant.
d) The organizers are not responsible enrollment forms not received as a result of computer technical issues, net congestion, failure in communication lines, mishandled correspondence, Post Office

e) Enrollment will be made official through a confirmation e-mail.
f) By enrolling, participants agree to all the terms of this set of regulations, and agree to defer to the organizers the choice of winners and the destination and use of the artwork.

a) Pieces shall be sent in A3 format (297mm x 420mm), in landscape of portrait mode;
b) The pieces must be sent together with the enrollment for filled out at the post office or handed directly to the Patio Brasil Shopping administration, between Monday and Saturday, 10am – 7pm, at the following address:

5 – OWNERSHIP AND USE OF THE PIECES
a) ALL submitted and sent works will become the definitive possession of Condomínio Pátio Brasil Shopping, which will hold unrestrictive and exclusive ownership rights to use the pieces as it wishes – without it generating any type of compensation to the authors under any hypothesis;
b) At the conclusion of selection process, selected pieces will the exposed at Pátio Brasil and shown at www.ecocartoon.com.br. These pieces may also be shown at or taken to other locations;
c) The organizers will not be held responsible for any damages caused by third-parties during the exhibition to the public or any deterioration resulting from handling the piece during the event.
6 – DEADLINES
a) Pieces will be accepted until April 18, 2009.
b) Piece selection will take place on May 18, 2009.
c) The exhibit will take place between June 03 and 21, 2009.
7 – ASSESSMENT, SELECTION AND PRIZES
a) The following criteria will be used when selecting winning pieces: creativity, originality and pertinence to the proposed topic. Pieces will be selected by the selection commission, whose decisions must be accepted by participants and cannot be appealed.
b) The selection commission will select, among all the pieces received, 100 (one hundred) pieces to be shown at Pátio Brasil Shopping.
c) Out of the 100 (one hundred) selected pieces, 4 (four) pieces will receive awards – 3 (three) will be selected by the organizing commission and 01 (one) piece (aside from the three aforementioned winners) will be selected by popular vote, whose choice can also not be appealed.
d) Any omissions relating to this set of regulations will be duly settled by the selection commission, though a Pátio Brasil Shopping referendum;

0. Conditions

SICAF Organizing Committee and Seoul Animation Center are proud to present the SICAF International Digital Cartoon Competition 2009 under the generous support of Seoul Metropolitan Government. By organizing this Competition, we aim to promote digital cartoon as a new medium for creating and enjoying cartoon and comics, and to discover and support promising digital cartoon / comics producers. We would like to extend a warm invitation to talented, aspiring producers all around the world to submit their art to our competition. If you are interested, please make sure to read this document very carefully. Submitting your work means you have read and accepted all terms and regulations of this Competition.

1. Qualifications

Your work should hold major characteristics of cartoon & comics, and should be viewable using digital techniques.

You should be the copyright holder of the artwork you submit. Only original, unpublished works, without any previous prize-winning or competition selection history and any commercially used history, are qualified. Works entered in previous SICAF Digital Competition cannot be submitted again.

A) Please enter your work in the appropriate format. You may choose from the following modes of implementation: the internet, mobile, or other digital media.

B) If you are submitting something not in either .jpg or .gif format, you must specify the viewer software or tool which can open the file. The specific viewer software should be submitted along with the artworks.

C) If the works contain texts in languages other than the official languages (English or Korean), English translation should be submitted with the artwork.

6. Preliminaries

-The Selection Committee is responsible for the Preliminaries, choosing works to advance into the final round of competition.
-Members of the Selection Committee, all of whom must be cartoon & comics professional, will be appointed by the Chairman of SICAF.
-None of members must be, in any way, involved in the production and/or distribution of works submitted for selection. The Committee members will elect their President at the first Committee meeting.
-The selection result will be announced later than May 25, 2009 on the SICAF official web-site (www.sicaf.org
) and by the SICAF e-mail newsletter.
-Should you wish to withdraw a submitted work, you should delete your file on official web-site by April 15, 2009. No request for withdrawal after the deadline will be accepted.

7. Final decision

- Final decisions will be made public within 24 hours following the Final Certificate’s signing in June, 2009 ( Final decision will take place in June, 2009), and this time the International Jury is responsible to decide the prize-winning works.)
- The International Jury members, all of whom must be cartoon & comics professionals, will be appointed by the Chairman of SICAF, and will be announced no later than July ,2009, on SICAF official website.
- 40% of the Jury will be non-Korean professionals invited from abroad, and no Jury member must be, in any way, involved in the production and/or distribution of works presented in competition.
-The decision of the International Jury will be considered final, and no objections regarding the decisions will be accepted.

9. Disqualifications

A) An entry will not be considered for selection in any of the following:
-Entry form is not completed and the entrant’s information is not clearly provided
-Information on the entry form is not faithful to the truth
-The entrant is not the copyright holder of the work.

B) prizes / award decisions may be annulled when:

-The entrant is not the copyright holder of work.
-The work has been prized or selected at any previous competition.
-The work is found to be a plagiarism of, or closely similar to other works.

10. Translation

- The SICAF Organizing Committee will provide Korean translations of non-Korean works selected for the final competition. We will bear all expenses of translation only if the SICAF organizing committee receives the complete English text of the dialogue and commentary. The Korean translation will remain as the property of Competition host organization. Korean translation will be exhibited with the artwork during the festival period.

- Non-English texts should be translated in English by the entrants themselves, at their own expense.

11. Winner Invitation
- Prize-winners will be invited to come for the awarding ceremony and festival. We will be happy to cover the costs for Prize winners as follows:

12. Competition Results

- All selected works for the final competition will be exhibited at SICAF exhibition venue. For promotion purposes, they may appear in all related catalogues and pamphlets published by the SICAF Organizing Committee and on the Internet. Third party rights protection is also guaranteed.
- With the agreement of producers, prize-winning works may be published for a certain period of time on digital media, including main and other pages of portals or cartoon web sites for promotional purposes. They can also be published in a book, as a compilation titled “SICAF Digital Cartoon Competition Winners.”
- After the closing of the festival, the SICAF Organizing Committee is granted the right to reproduce prize winning works and selected works for promotion purpose. The SICAF Organizing Committee obtains a non-exclusive right to use the works without any further contract with the entrants.
- For promotional use, the entrants may be requested to provide artworks with high-resolution
- Any other proposed usage outside of the Festival will be referred by the SICAF Organizing Committee to the entrants for direct negotiation.

13. Others

- Competitors should hold the license and permission to use the materials and softwares used to create the entering work, including graphic software packages for creating artworks.
- All materials submitted for selection will not be returned.
- Matters not mentioned in this document will be decided by the SICAF Organizing Committee.
- The very fact of entering the SICAF 2009 International Digital Cartoon Competition implies that the participant knows and irrevocably accepts all the provisions of these competition conditions.

2nd International Snail’s Graphical Humor Contest 2009
1 Any professional artist or amateur can participate in this contest.
2 The subject of the contest is the SNAIL.
3 The participants can send a maximum of 3 works to compete, as long as they have not been awarded previously in another contest.
4 The works (only in frame, you can’t send strips or comics) can be made with any pictorial technique, with unique format of A-4 size (210 mm x 297 mm) or proportional.
5 Works without words will be only accepted, in Catalan, Spanish or English languages.
6 It is precise to send works, solely by electronic mail to lleidacaragol@viajerosporinternet.com, 300 points of resolution in format JPG or JPEG.
7 The term of work admission finalizes the 1 of April of 2009.
8 The works must go accompanied of a card that includes the name, last names, direction, telephone and photographs or cartoon of the author.
9 An only prize will be granted, to the winning work, of 1,002 euros; the trip in Lleida for two people and, if therefore it express the winner, two nights of lodging in the city with data in determining by the organization to attend the collection of the prize that will give day 22 of May of 2009. It is recommended not to vary the data of the trip since the expenses that any change of the arranged data generates are in charge of the winner.
Also, we will distinguish a work among 50 by popular votes. This distinction won’t offer economic reward but the organization will send a diploma to the artist.
10 The decision of the jury will be unquestionable.

The Main Theme for the PortoCartoon 2009 is CRISIS.

Knowing that the most global word of the moment is Crisis and that this phenomenon has several readings and consequences, the humour must face it. There are crisis for all tastes and temperaments – from the ones we ever knew to the ones “the lords of the world” invent periodically – this is the choice of the organization of PortoCartoon. In addition to participating with cartoons on the main theme, the cartoonists can also send works for the Free Category, as per the previous editions.

The artists who do not wish to compete can send their works to the EXTRA-COMPETITION section informing of this decision. Works must be originals and any kind of graphical technique will be accepted, including digital artwork if the prints are SIGNED and if they are PRINT NUMBER ONE; can also be presented sculptures pieces of humour, in any kind of material
The works can have at the maximum the following measures:
- in paper, 42 x 30 cm (DIN A3);
- sculpture pieces, 42 x 30 x 30 cm
The works should present on the reverse the following information: author´s name and address, title, theme section and year. The author’s CV in Portuguese or English (publications, exhibitions, prizes…) should also be sent.

What is a “Caretoon”?:
It is an original cartoon that reflects a positive theme. The theme for 2009 is “Dreams of Peace.”

Who should enter?:
The Caretoon Contest is open to anyone interested in participating.
All ages and levels of artistic ability are invited to submit an entry (ies).
Deadline for entries: March 31, 2009. Winners only will be notified by May 1, 2009.

Judging:
Entries will be judged in two categories: Adults (age 18 or older) and Students (under age 18)
Caretoons will be judged by a panel of professional cartoonists, educators, Museum staff and others.
Entries will be judged on creativity, originality and message. All judges’ decisions are final.

How to create a Caretoon:
A Caretoon must be your original creation.
Caretoons featuring copyrighted or pre-designed clip art or other images are not acceptable.
You can create your Caretoon freehand or electronically.

Each Caretoon must be presented on a separate 8.5 x 11 sheet of paper.

25th International Biennial of Art Humour Tolentino – Italy
“THE CHILDREN ARE WATCHING US” (…and laughing at us)
The art of the cartoon is play in its pure state.
In an essay by B. Bettelheim on the importance of play in children, this passage by Freud has been quoted:
“The favourite and most intense occupation of a child is play. Perhaps one can say that a child at play behaves like a poet, in that he creates a world of his own, or rather he re-arranges the things of his world in a new way that pleases him”.
There was Mr Bonaventura, ingenuous child-adult and Bibì & Bibò (the Katzenjammer Kids), two urchins addicted to playing cruel pranks. And then, in more recent years, the world of Charlie Brown, Linus and Snoopy, with their unforgettable domestic-philosophical view on the adult world. And today the Simpsons – a mixture of irony, cruelty and the everyday nature of urban life. The world of the comic is often directed at children and their games, in order to illustrate the world of adults.
“The Children Are Watching Us” was the title of a film that De Sica wrote together with Cesare Zavattini in 1943.
Beyond the content of the plot (a beautiful melodrama…), the title was well-chosen as it captured in the bedlam that is our adult world (even more relevant today than then…), a certain perspective on life which was like a ray of light; a spotlight that illuminates the dark.

The town council of Tolentino is proposing and organising the 25th International Biennial of Art Humour, which this year will take place between 11 July and 25 October 2009.
1. The Biennial is open to artists from all over the world, each of which can participate in the “City of Tolentino International Prize” dedicated to satire art. Each entry consists of a maximum of 3 unpublished and original works, of any size, technique and form of visual art.
A special prize dedicated to photography as original expression of humour in art will also be awarded. Any works of art on any paper support will be accepted. 2. The theme for the 2009 Biennial is: “THE CHILDREN ARE WATCHING US” (…and laughing at us)
3. The last entry date for the competition is 27 March 2009, by which date the works of art must be registered with:
Segreteria della “25a Biennale Internazionale dell’Umorismo nell’Arte, piazza della Libertà, 3 – 62029 TOLENTINO (Italy).
Each work of art must have a entry form in which the following information is provided: The artist’s name, surname, pseudonym, a short biography, address, title of the piece, techniques used, sales range in which the artist would like to insert his piece, address where the work of art must be returned to.
Attachment of the signed participation card is essential for the admission to the competition for each work of art.
4. The organiser will provide and assign, for each piece on display, the price range chosen by the artist from 500–1000–1500 Euro. 20% of the earnings will go to the relevant organiser. The winning works of art will be excluded from sale and will become the property of the International Museum for Art and Caricature Humour in Tolentino.
5. The pieces must be sent carriage free. They will only be accepted if they have no tax, customs fees or any other fees to be paid by the organiser.
6. The town council of Tolentino, of who will be organising the event, assure the maximum care, guardianship and supervision of all pieces, declining all responsibility of eventual theft, fire or ungovernable events while in the care of those involved in the event or during transportation of the works of art.
7. The acceptance of each piece, their selection for exhibition and the assigning of prizes is carried out by a jury nominated by the city of Tolentino’s administration department. The jury’s decision is final and cannot be questioned or appealed.

10. The works used in the exhibition will be returned, at the cost of the Organiser, not before the 30th day after the scheduled closing date, apart from the possible postponement of the closing date by the organiser. Exception goes to those works of art expressly donated to the Museum of Art and Caricature Humour in Tolentino by the artist.
Those not used for the exhibition will be returned to their owners at the cost of the addressee.
The organisers refuse all responsibility regarding theft, fire, damage, etc that might occur during transport. Tax and customs fees will be paid by the artist.
11. The International Biennial of Art Humour organisers are authorised to use and copy the selected works to be inserted in their official exhibition catalogue, with as many examples as they deem necessary. The organisers are permitted to also publish the same works, even through reproduction, in a wide distribution also in the internet. They are also entitled to publish the works on any resource and even for commercial purposes. The artist will be mentioned, in reproductions of their works, in familiar ways. The artist will automatically consent to the free utilisation of their works be it imaginatively, educationally, creatively or for public enjoyment, without any compensation. The artist must renounce all rights to any type of compensation.
12. A participation Diploma will be given to all artists selected for the exhibition. They will also have the right to a copy of the Biennial catalogue.
13. Participation in the 25th International Biennial of Art Humour competition requires full and complete acceptance of the regulations stated.
14. The regulations are published in Italian, English, French, German, Spanish, Arabic, Chinese and Japanese. In case of doubt, refer to the Italian text.

The Canadian Committee for World Press Freedom 9th International Editorial Cartoon Competition

1, The theme for the 9th International Editorial Cartoon Competition is: “Protecting privacy?”

In the name of national security, governments increasingly encroach on the privacy rights of citizens. At the same time, the privacy of citizens is often invoked by governments and law enforcement bodies as a justification for denying the release of information that should be made public. The privacy of personal information and communication is a key pillar of our individual rights and freedoms – but “protecting privacy” is a concept that is widely abused to hide critical information the powerful do not want the public to see.

2. Prizes: three prizes will be given: a first prize of $1500, a crystal trophy, plus a Certificate from Canadian UNESCO, a second prize of $750 plus a certificate, and a third of $500 and certificate. All sums are in Canadian dollars. Ten additional cartoons will receive an ‘Award of Excellence.’ Regrettably no financial remuneration accompanies the Awards of Excellence.

3. Only one cartoon will be accepted from each cartoonist. It may be either in color or black and white and may be an original or a print. It must not have won an award and will not be returned.

4. The size of the cartoon should not exceed A4; 21 by 29.2 cm; or 8.50 by 11 inches.

5. The cartoonist’s name, address, telephone number, fax number and e-mail address (if available) must be on the reverse side of each cartoon or in the e-mail to which the cartoon is attached. A short biography of the Cartoonist should be provided.

6. The Canadian Committee for World Press Freedom shall have the rights to use any of the cartoons entered in the Competition for promotion of our World Press Freedom Day Luncheon May 5nd, 2009. Entrance by the cartoonist in this Cartoon competition is deemed acceptance of this condition.

7. The winners of the Cartoon Competition will be announced at the World Press Freedom Day Luncheon held at the National Arts Centre in Ottawa, Canada on Friday, May 5nd, 2009 as well as being advised by mail/fax or e-mail. The winning names and their cartoons will be posted on the CCWFP web site: http://www.ccwpf-cclpm.ca/

8. The best 30 cartoons will be exhibited at Luncheon.

The deadline for receipt of Cartoons is 5 p.m. Tuesday, 27 March, 2009.

REGULATIONS

The subject of the competition is a woman, modern and fashionable, joyful and upset one, a wife, mother and a friend but not also a sportswoman, a physician or just the woman… Everybody knows that it is not possible to live without her…

Participation
In the competition will take a part drawing, cartoons and other plastic arts made in optional technics; those original works that have already been exhibited or published but not being rewarded.
1. Competition will be carried in two categories: DRAWING and SATIRE. The author qualifies his work for the chosen category by himself.

2. Format of work – max A3, amount of work – up to 2 works in each category

3. Entrants are responsible for ensuring the correct postage.

  • NEW TECHNOLOGIES” EIGHTH INTERNATIONAL CONTEST OF PICTORIAL HUMOUR.

CONDITIONS
The city of BARAKALDO organizes the
“New technologies” eighth international contest of pictorial humour.
The cartoonists will send a work of illustrated humour in relation with new technologies which have a considerable impact on the day to day life (i.e. INTERNET, BIOLOGY, SPACE, TELECOMMUNICATIONS, MEDICINE, ETC…). The idea is to help citizens to think about the new grounds for scientific progress.

APPLICANTS
The competition is open to everyone, especially with no regard of age. Each applicant can present a maximum of three piece of work. The works of the authors who won the Hermes prize the year before will not be taken in consideration.

FORM AND SIZE
The scenes and characters will have to be originals and of proper creation. The works can be drawn in black and white or in colour. The works will have a length of one page that will not exceed 800 x 600 pixels, with a minimum resolution of 72 pixels per inch.

The authors must not include their name or any other information about themselves on the works. Otherwise, they will be eliminated from the contest.

LANGUAGES
Only two languages can be used: spanish or basque. Nonetheless the panel will take into consideration works of pictorial interest without text, proceeding from artists of places where these languages are not used.

PRESENTATION
Applicants will send a e-mail with their names, surnames, address, date of birth, passport number, telephone number. They will send this e-mail with the file of the picture in JPG format.

PLACE AND DEADLINE OF THE APPLICATION
The piece of work with the reference of the artist will be sent exclusively through e-mail, to the following address: hermesbarakaldo@barakaldo.org before 2008 October 13th.

VIRTUAL SHOWING
The city contemplates realizing a public diffusion of the works presented and lately selected by the panel. The virtual show of the works received during the contest will not be granted by any type of economic retribution.

AWARDS
The “Hermes de Barakaldo” prize amounts to 4.500 euros shared between five winners:

1st prize: 1.500 euros.
2nd prize: 1.000 euros,
3rd prize: 800 euros.
4th prize: 700 euros.
5th prize: 500 euros.

PANEL

The Bucovina Museum Complex from Suceava invites you to participate to the International Exhibition of Satirical Graphic: “PUBLICITY”, the 2 nd Edition.

THEME 11th George Van Raemdonck cartooncontest 2008 : Taste & Flavour

REGULATIONS :

1. This cartooncontest is open to everybody. The participants are expected to aknowledge the regulations and commmit themselves to accept its conditions and clauses as well as the jury’s resolutions.

2. THEME: TASTE.
Actions, persons and events must be depicted in a humorous and artistic way without text or subtitles. There are no restrictions concerning colour or technique.

3. The drawings munst be original and never before have been published or exhibited. There are no restrictions about the number of cartoons.

4. ENTRY.
The drawings must be sent solidly packed, not folded or rolled up, at the expenses of the subscriber, to:

The organisers will transfer works, of which the sending back is not asked, to the European Cartoon Center in Kruishoutem to be part of its permanent collection.

9. INSURANCE AND SELLING CONDITIONS.
All works are insured during the period of the exhibition(s). The works are insured for the value mentioned on the form of tender, if no value is mentioned, the works will be insured at the value of 10 (ten) euro. Exhibiting works, if wished by the participants, can be sold to interested parties. The selling price is equal to the stated insurance value, minus 20 % administration costs for the organizers. The pruchased works can only be obtained at the end of the exhibition(s).

10. EXHIBITION.
Opening on Friday the 3rd of October 2008 at the community center Boechout Vremde Vooruit, St.-Bavoplein 17, 2530 Boechout, Belgium. The exhibition is open to the public from Saturday October 4 till Sunday November 2, 2008, during the openinghours of the center.

11. The jury selects the prize-winners and the cartoons for the exhibition.

13th International Salon
Diògenes Taborda 2008 prize.

History:

Considering the launching of the “In the memory of Buenos Aires” program, sponsored by the city of Buenos Aires Government. Destinated to capture the historical and cultural values in each neighborhood, Jorge Volpe Stessens creates the Diògenes Taborda Mercosur salon.

This prize is inaugurated every year on the 21st of September due to celebration of the “Spring Day”.

Diògenes Taborda is the only cartoonist honored by a Mayor by naming a street in Buenos Aires after him, after his death in 1926.

Diògenes Taborda had that gift which has always characterized and distinguished the worlds greatest draftsmen, It will be recognized after his steps on the pages of “La Crìtica” he under covered a whole world of suggestion, he made a whole world of humorism flourish when graphically relating an episode, the tip of his pencil put aside maliciously and by stealth, the veil of the human life scenery, and let us see in a small detail a whole big drama as saying: look at what happens. And he did all this smiling and without effort, because he was funny in the Spanish meaning of the word. He made his drawings with the nudity of the nimble, the grace was for him, as for all great artists, an economy of effort.

Diògenes Taborda cooperated with the sketches of “El Apostol” a satirical cartoon movie, done by the pioneer Quirino Cristiani (Extracted from the book “History of the graphic and written humor “, author Oscar Vazquez Lucio (Siulnas)).

THE THIRD INTERNATIONAL DON QUICHOTTE CARTOON CONTEST

THE TOPIC OF THE THIRD INTERNATIONAL DON QUICHOTTE CARTOON CONTEST IS “WORLD LANGUAGES”

In our world today 6800 languages are spoken in over 200 countries. Even in the countries having the same language exist dialects. Consequently each country adds its own social values to the language and makes it more colorful. On the other hand, in the latest 500 years about 750 languages are disappeared forever. According to the linguists, every 15 days a language is disappearing on the earth. One of the crucial reasons for this devastation is colonialism for sure.
There is a dialogue among languages as well. For example Latin lies at the root of many languages. In connecting people language plays an important role; while doing so it can build borders and remove them as well. Chinese is the most widespread language in the world. Second comes Spanish. English is the state language of 52 countries as you can surmise.
Even if we cannot imagine a positive religious dialogue we can talk about a worldwide linguistic dialogue which is much more attractive and active. The aim of our contest is to convey this rich variety through cartoons as much as possible. The most succesful cartoonists in reflecting the linguistic dialogue will be rewarded by the worldwide top 15 jury of cartoonists whose members are also in the “Don Quichotte Cartoon Committee”.

THE RULES OF COMPETITION:

1) With participation in competition is possible only by Internet.

2) The participating work may have been published neither with another competition presented nor on any way. With an offence, the deprivation of the achieved prices is the result.

3) The designs are to be drawn in A3-Size to deliver in 300 dpi dissolution and in JPEG format. They know both and black-and-white, and to be colored, the coloured representation is exactly the same as the colortechnical treatment of the work is incumbent on not a containment.

4) The sent in caricatures are issued first on the web pages of the “Don Quichotte” under the column “Today”. Thus the work those is excluded the regulation to contradict, promptly from the competition. Thus in the past the pretty often experienced unauthorized counterfeit, of a work is avoided.

5) The closing date of the competition is 31 July 2008.

6) The jury, which consists from international well-known cartoonists, evaluates the forwarded art-works in September. Results of this evaluation and the award-winning art-works will be published on 1st Octobre 2008.

7) The award of the prize will take place in the context of the opening of the exhibition in Oktober in Esslingen (place and date of this meeting are communicated at a later time).

28th INTERNATIONAL NASREDDIN HODJA CARTOON CONTEST – TURKEY

One Cartoon , Original Cartoon, the Best Cartoon…”

THE CONDITIONS
a) The contest is open to all cartoonists all over the world.
b) The cartoonists are free to participate with already published works as long as these works have not previously been awarded in any other contest.
c) Choice of subject is free.
d) The participants may send only one work.
e) The dimensions of works should not exceed 30 x 40 cm and only originals are accepted.
f) Name, surname, address, phone number and country of origin of the participant should be written on the back of his/her work. And also a short CV of the participant should be attached.
g) The works must reach the organizing association not later than
July 31, 2008.
h) The results will be announced on August 11, 2008.

4th Humor Salon of Paraguacu Paulista, Brazil – “Train”

Participation:
All the professional or amateur cartoonists can register unpublished works, since they have not been rewarded in another contests and expositions until the date of closing of the registrations (07-18-2008), and in the case of Comic Strip the character should be unpublished. Each author can register up to three (3) works for category, developed in any technique including them elaborated by computers. For each work correspondent a will own be filled (1) registration record. In the case of shipping for CD, to enclose file with the author’s data.

Categories:
The theme will be free for the four categories (Cartoon, Political Cartoon, Comic Strip and Caricatures) and with theme specified in Thematic Cartoon. The format will be the A3 (297X420mm) without frames and mounted on cardboard in the case of the originals. In the category Comic Strip three will be accepted (3) boards with at the most four (4) comic strip in each board (format A3).

Exceptionally in 2008 we have a Manga category, where the author may send up to 3 boards containing a complete history on each plate always in the format A3. The theme of the Manga category will be free with new character.

All the works, besides the works done with the hands, they can be correspondents for e-mail or CD, digitalized in 300DPI, color way RGB, in the format JPG (high quality) or PDF obeying the maximum limit of 1,5 MB. The works can be sent through this site in the section Record of Registration.

Cartoon – Joke graph with universal theme and temporaries.
Political Cartoon – graphic Representation criticizes and well tempered of a political fact and/or social on present time.
Comic Strip – graphic Humor in sequence tans of pictures similar to published them in newspapers.
Caricature – graphic Representation with well tempered anatomical alteration of well-known personalities.
Thematic Cartoon – That category will have a specific theme – “TRAIN”
Manga – History in Comics with traits characteristic of Japan.

Award:
Three will be checked (3) prizes for each category. In the total of R$ 21.000,00 like this divided:
Six prizes of 1st place, in the value of R$ 2.000,00 each, distributed among the categories;
Six prizes of 2nd place, in the value of R$ 1.000,00 each, distributed among the categories;
Six prizes of 3rd place, in the value of R$ 500,00 each, distributed among the categories;
All the categories will have three Honorable Mentions through diplomas totalized 18 mentions.

The values of the prizes for the international works will be transformed with base into the value of the Commercial Dollar of the date of the award (08/29/2008).
NB.: The award jury the right is reserved of not destining prizes to the categories that don’t reach the enough level, transferring for another categories, or creating a reward special of the Saloon.

When registering in the Salon, the author automatically transfers the Cession of the copyrights of your work(s) when winning, getting, in a total, universal and definitive way, in all the use modalities and gratuitous title, that starts to integrate the Patrimony of the Saloon of Humor from Paraguacu Paulista in Brazil for all the right ends.

In case the award jury verifies some fraud species or plagiarism in an/ or more registered works, it can cancel the reward checked. The works will be disclosed in the site of the Saloon after the inauguration of the same and they can be answered up to 10 days after the opening of the living room, with fitting tests of any irregularity made from the jury.

Other prizes and mentions can be instituted the approach of the Organizing Commission.

Works out of the regulation or considered plagiarisms will be automatically declassified.

Festival of Cartoon “Pure(Clean) sight” – Belgorod / Russia

The administration of city of Belgorod and Gallery have founded the international cartoon festival «Pure(Clean) sight», devoted to the Ecology, to Pure(Clean) city, Pure(Clean) ideas. The purpose of Festival: propagation of the ecological knowledge and moral values among inhabitants of Belgorod, Russia, all the world.

The goal of the Festival:
- To draw attention of the public and rising generation to the questions of ecology in the city;
- To form by means of the fine arts and an art word understanding of a urgency of protection of an environment of city;
- To impart ecological culture, to convince of value of ethical and cultural norms;
- To support creativity of the talented townspeople.

Within the limits of Festival competition of cartoones and competition of ecological slogans will take place. Start to competitions is given on April, 1st, 2008.
The jury of Festival consists from the competent experts in the field of cartoon, fine arts and the literature.

Conditions:
1. The Contest is open to adult cartoonists from all over the world.
2. The number of cartoons sent by each participant is limited to five per category.
3. The submitted works in all sections must be originals or digital copies (high resolution file – 300 dpi required), standard size being A4 (21 x 29.7 cm, 8 1/2 x 11 inches), using Indian ink, watercolor, pen or other graphic and painting techniques.
4. Name and address should be written on the reverse side of each cartoon.

PRIVILAGES OF PARTICIPANTS
Authors of work qualified to the exhibition are given a presentation copy of the exhibition catalogue and a free-of-charge place in the catalogue. The organisers provide the competition prize-winners with gratuitous participation in the PAPKINADA 2008 event on August-September, 2008. Works sent to the exhibitions will be exhibited in the country and abroad after the main exhibition, and then will be returned to their authors by the end of 2009.

FINAL PROVISIONS
The organisers reserve the right to use the sent works for PAPKINADA advertising purposes without any special fees paid to the authors: to be exhibited and reproduced in a variety of advertising materials, as well as printed and circulated in catalogues.
The prize-winning works become the property of the organisers and will be included.
The exhibition organisers are the finial judges in interpretation of the regulations.
Sending his work the artist agrees to the mentioned above rules and regulations and agree to the publishing of the author’s profile in the post-exhibition catalogue.

Humor…at GURA HUMORULUI”
International festival of Cartoon and Humorous Literature
the 18th edition

11 – 13 July 2008

The 18th edition of “Humor…at GURA HUMORULUI”, the International Festival of Cartoon and Humorous Literature will be held in the period 11-13th of July, 2008 as part of the Festive Days of Humor City.

The Contest Regulations – cartoon:
1. The theme of the edition: ”Election issues”
2. The eligible works are the ones which have not been published or awarded any prizes for other contests.
3. All the works will have on the backside the name of the author and contact data (address, telephone number, e-mail account).
4. A page A3 or A4 will be the right dimensions of the works.
5. The technique used for the works will be at the free choice of the artist.
6. The works are not to be returned. They will be part of the “Humor…at GURA HUMORULUI” festival’s patrimony and the organizers are entitled to use them as materials edited later, but with the name of the author on them.
7. The participants are required to send the following papers with their works: the completed entry form attached, a brief CV and a personal photo or portrait/caricature self portrait of the following minimum dimensions: 6 x 9 cm (on paper) or 710 x 1065 pix. (digital format).

9. The deadline for the works is

10. The prizewinners are to be notified by July,4,2008, to be present for the Awards Festivity on Sunday, July,13, 2008 and will be provided accommodation and meals. European Cartoon Contest “Intercultural Dialogue”

Dear Cartoonist,

We are very pleased to invite you to participate on a European Cartoon Contest which theme will be “Intercultural Dialogue”, which deadline for the reception of works will be the 16th June 2008.
This contest’s theme is in accordance with the proclamation of 2008 as the European Year of Intercultural Dialogue.
The objective of this initiative of the European Commission is to promote the awareness of all citizens to respect the cultural diversity. The EU decision is in keeping with respect by several fundamental principles written in the Treaty establishing the European Community and the Charter of Fundamental Rights of the Union.
It is in line with these purposes that Portugal launches a European-Cartoon Contest with the theme “Intercultural Dialogue”, relying on the importance of the language of humour as a way to build and des-build the looks on the subject.
As per the contest of 2007 – Inequalities, Discrimination and Prejudice – this contest is for European authors, of any country, being part or not of the 27 countries of the European Union.

Ken Sprague Fund. INTERNATIONAL POLITICAL CARTOON COMPETITION 2008

1.The competition is open to cartoonists from all nations.

2. A first prize of £500, a second prize of £300 and a third prize of £200 will be awarded for the best cartoons, this year on the theme of climate change and other threats to the environment, under the title Earthworks 2008.

3. The jury, made up of leading cartoonists and well-known personalities, will be looking for clarity of message, cartooning skill and satirical humour. (Jury memebrs to be announced towards the end of 2007)

4. To qualify, cartoons can be submitted in electronic format (good resolution) or, preferably, as original works. Cartoons short listed for a prize and subsequent exhibition will be notified by the organisers, and their authors will receive honorary diplomas.

5. Cartoons with text and/or captions not in English should (if possible) be accompanied by a translation. It would also be useful to have some idea of the situation being addressed by the cartoon if it refers to a specific social or political event/situation which may not be universally understood.

6. Each entry must be signed by the artist and accompanied by an address and contact details.

7. Entries to reach the organisers by June 1st 2008.

8. The results of the competition will be announced on July 1st 2008.

9. An exhibition of the best of the submissions will be organised in London and the prize-winning cartoons will be published in the Morning Star newspaper and other journals.

10. Unless the submitting cartoonist stipulates otherwise, following the judging, the cartoons will become the copyright of the Ken Sprague Fund and the Fund will have the right to offer submitted cartoons for sale/exhibition and publication. Any proceeds from these, less a small commission and transfer fees, will be paid to the originating artist.

11. The organisers undertake to give due credit to the artists and ensure they receive any royalties/payments that may accrue as a result of the competition.

- The Organizers are not responsible for damage or loss during transportation!
- The winners as well as cartoonists qualified to participate in the post-competition exhibiton shall be provided with a free copy of a catalogue published by the Organizers.
- The Organizers provide the competition prize winners with free acccomodation and boarding during the exhibition event.
- The winners receive their prizes on condition that they are either present at the opening of the post competition exhibition or else they indicate a bank account where the money is to be transfered.

- Every participant in the competition agrees to their free of fees delivery of works to the “False Mirror” gallery.
- Every work delivered to the competition ought to be accompanied (on the reverse) with the author’s signature, address and a telephone number. – By sending their works to the competition the participants agree to the abovementioned regulations and they further agree to the free of fees publication of their works for marketing purposes connected with the competition and post competition exhibition.
- The exhibition organisers are the final judges in the interpretation of these regulations.
- By sending his/her works and taking part in the competition the artist agrees to the abovementioned rules and regulations.

5th International Cartoon Competition GRAFIKATUR

GRAFIKATUR 2008

The town Lübben (Spreewald) announces the 5th international cartoon competition “GRAFIKATUR” on the topic hotel and restaurant trade (GASTRONOMIE).

The submitted maximum three cartoons are not allowed to be bigger than 297×420 mm, have to be without words and must be submitted as a copy. (They won’t be sent back.)
The sender must be written down clearly on the back of each copy.
The cartoons should reach town administration until the 30th of May 2008.

The 16th Piracicaba’s University Humor Exhibition

RULES 2008

1 – Dates: The 16th Piracicaba’s University Humor Exhibition – UNIMEP, organized by “Universidade Metodista de Piracivaba”, will take place according to the following Dates:

Registrations: up to May 26th, 2008.

Selection of the works: June 2th, 2008.

Awarding: June 6th, 2008.

2 – The contest is for college and university students only. The participants must present a document to prove that they are enrolled in those institutions.

Categories:

Comical Cartoon: Humor drawing related to fact that took place recently.
Cartoon: Humor drawing not necessarily having a connection with any specific fact.
Caricature: a portray, generally of a famous person, with anatomic distortions.
Comic strip: a sequence told in steps/boxes.

Registration:

It is free and can be done through the Internet, mail or in the organization.

Each participant is able to register in all wished categories with no limit of works. The works must be original and done by the participants themselves. If the works do not fit these instructions, they will be disqualified. Copies like photographies and xerox will not be accepted.

The works sent by mail or delivered in the organization must be 30X40 cm (or 12X16 inches.). They must have full name, country, telephone number, e-mail, the category and the name of the Teaching Institution, which the participant attends, all these information must be in the back of the work.

The works must reach the organization before May 26th, 2008. The mailing date will be taken into consideration.

All submitted works may be reproduced in order to publicize the event.

Prizes: Two prizes in cash, R$ 1.000,00 each, for the two best works indicated by the jury. The category will not be taken into consideration.

One prize in cash, R$ 1.000,00, for the best work chosen by the audience (Internet and visitors).

Eight prizes (special portfolios) elaborated by the organizing committee. It will consist of: The image of the awarded work, biography of its author, the image of other works and contacts. These prizes will be sent to professional in the field of communications, directors and editors of art and other destinations indicated by the jury. The chosen artists must send their personal information within 45 days after the announcement of the winners.

The selection and the awarding will done by the jury.

The awarded works will belong to UNIMEP, which will use the works as wished.

The other works may be taken back. The participants should go to the address mentioned above or require the devolution of the works through mail, under the participants’ expenses.

The organizing committee is not responsible for damages during the sending of the works.

Introduction

The Asian Youth Animation and Comic Contest is rapidly becoming the premier contest, anticipated event, and the most prestigious award for original Asian animation and comics throughout the world.

STUTTGART AWARD 2008

COMPETITION REGULATIONS

1. The title of the competition is STUTTGART AWARD 2008 for Cartoon and Caricature. The topic is ‘THE WORLD OF WINE’.
2. The contest is open to professional as well as semi-professional cartoonsists and caricaturists.
3. The deadline for receipt of works of art is
May 15, 2008.
4. Each artist may submit up to three cartoons and up to three caricatures, i.e., an overall number of six works.
5. The minimum size of artwork is to be 210 x 297 mm. The maximum size is to be 297 x 420 mm. Artwork is to be submitted unframed and unmounted.
6. Techniques: no limits.
7. Original works, signed copies and digitally created works will be accepted. Requirements for digital works: minimum 300dpi/DIN A5; colour representation: RGB; format: jpeg or pdf. Delivery by e-mail: up to 5MB per mail.
8. Text caricatures can be compiled in any language you like. However, a translation in English or German shall also be enclosed.
9. The artist’s name, address, e-mail account, and telephone number must be shown on the back of each work. In case of entries via e-mail, this information must be included in the mail.
10. A short biography of the artist and a photograph (or self-caricature) shall be attached.
11. The artwork must be the genuine work of the artist.
12. The prize winner will be determined by an impartial jury while ensuring anonymity.

1st prize: € 5,000 2nd prize: € 3,000 3rd prize: € 2,000
In addition there will be 10 special prizes.
14. The awarded works will become property of Stuttgart-Marketing GmbH.
15. Selected works will be exhibited. In addition a competition catalogue will be published. Every artist who has work in the exhibition or in the catalogue will receive a free copy of the catalogue.
16. It is planned to auction off selected works for a good cause, provided that the participant does not expressly refuse to auction the submitted works when registering for the competition.
17. The return of original works is only possible at the author’s express request at the time of entry in the competition.
18. Participants in the competition permit the organiser to publish the works submitted by them for non-commercial purposes in connection with the competition.
19. By entering works to the competition the participant automatically agrees to the Terms and Conditions of Participation. It is expressly referred to the fact that the author thereby also agrees to the exhibition of his/her works and their reproduction in the Competition Catalogue.
20. Any recourse to legal action shall be excluded.
